MICE Event in Singapore Post-Pandemic: What You Need to Know

Are you organising a big physical event in Singapore in the near future? You should be aware of the following points before beginning the planning process for your physical event! During the Stabilization Phase, the Multi-Ministry Taskforce (MTF) published an announcement on September 24, 2021, outlining the Safe Management Measures (SMMs) that will be implemented. There are various safety measures that MICE event pilots should take into consideration in Singapore.

All participants need to be properly immunised. Other than that, the event size maximum is 50 people, and there is no requirement for Pre-Event Testing (PET). The number of children aged 12 and under who can participate in events with more than 50 participants is limited to 20% of the total number of participants in events with more than 50 participants.

Event organisers may continue to work with the STB on applications for MICE event pilots that are larger than the existing size restriction for the purpose of forward planning in the future. Please keep in mind that all approvals and MICE event pilots will continue to be subject to the safe management standards in effect at the time of the approval or piloting.

MICE events are business-oriented events such as meetings, conferences, and exhibits that are organised or hosted in the course of business and that have more than 50 participants but are not held for the purpose of attracting individual customers to participate. MICE events with fewer than 50 people do not require the authorisation of the MTI. The Ministry of Manpower has granted permission for the permitted firm to proceed with the organisation of the event and to adhere to the Safe Management Measures (SMMs) at the Workplace. The MICE events discussed here do not include events with a primarily social, recreational, political, or religious focus, such as company retreats and retreat dinners, networking events, and gala dinners.

Participants in the event, including exhibitors, media representatives, speakers, participants’ liaison officers, and others, will contribute to the total operating capacity each session in the form of total operating capacity per session. It is included in the total operating capacity of EO workers who are also participating in the event (e.g. as speakers or audience members, among other things). All other EO employees as well as external service suppliers are barred from participating.

The STB will conduct enforcement checks to ensure that SMMs are being followed in their entirety. Compliance with the SMMs will be enforced against those who organise or host MICE events without being registered with the STB or receiving the necessary approval from MTI, as well as against those who do not comply with the SMMs. Action may also be taken against EOs who hold events that were not included in the event application and/or did not receive approval from MTI in advance.

Under the COVID-19 (Temporary Measures) Act, which was passed by Parliament on April 7, 2020, first-time offenders will face a fine of up to S$10,000, imprisonment of up to six months, or a combination of the two penalties. In addition to a fine of up to S$20,000, repeat offenders may face imprisonment for up to twelve months or both. Businesses that do not comply with the law may be ordered to cease operations or to close their doors completely. As a result of the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019) Regulations 2021, EOs who fail to comply with requirements under the Regulations 2021 will be subject to a fine of not more than $10,000, and participants who fail to comply with requirements will be subject to either a fine of not more than $5,000 or to imprisonment for not more than six months, or to both. Businesses that do not comply with the law may also be disqualified from receiving government grants, loans, tax breaks, and other forms of assistance.
